Welcome to today’s live event on the topic of creatively solving the skills shortage with education #favo today we present the Erasmus plus project Fast Forward Fachkräfte 4.0 round table fitzgeling which was co-financed by the European Union with this project we invite educational stakeholders to find creative educational solutions together as an answer to the shortage of skilled workers we would like to show you how they offer significantly shorter professional recognition procedures for people from third countries using the example of öjab. from third countries with Sebastian and since from the austrian young workers movement kürzt is the öjap and Anja and I from Fräulein Flow so then let’s take a quick look at which two companies are carrying out this project that is once start with us Fräulein Flow frlein Flow is a digital education agency from Berlin we support educational institutions in politics and municipalities not only to understand the digital transformation but also to develop further in the flow since last year we are also active in the EU Erasmus plus program just like the öjap which Sebastian now please briefly introduces yes dear Nicole thank you very much welcome also from my side my name is Sebastian Frank and the B we are an association with headquarters in Vienna in Austria we have four major core areas in which the öab is active it is on the one hand uh the öab operates 24 youth and student dormitories more or less all over Austria the second area is the öjap. the second area is the care sector öab operates four old people’s and nursing homes and a mobile home nursing service in Vienna as well as a nursing school the third area is the education sector with a focus on youth and adult education where this project is also located in this area and the fourth area is our development cooperation. fourth area is our development cooperation with a focus on bukina Faso yes thank you Sebastian for the short presentation of öjab um now one wonders how it actually came to the project that öjab and frlein floh came together Anja would you like to tell us something about the history of its origins? yes very briefly the öab and Fräulein Flo are both members of the European Association for Vocational Education and Training and at an evbb event I heard Sebastian’s presentation on this topic when he briefly introduced this competence center of the öab and then I thought that’s exciting, we need something like that in Germany and when I met him again by chance at a presentation conference in Brussels, I jumped at him and said you are the one who presented this great project here and shouldn’t we make it better known in Germany, shouldn’t we do an Erasmus plus project? and then we did that and now we’re ready and you’re about to hear what this is all about and we’ll give the floor to Sebastian in a moment you might just introduce the Competence Center with its model for the validation of prior informal learning. now briefly introduce the Competence Center of our Competence Center is about the validation of prior and informal learning it is therefore about the professional recognition of qualifications acquired abroad by persons from third countries these persons these third-country nationals need to participate in our Competence Center t a long-term residence permit in Austria this person SN must be registered with the Austrian employment service AMS this is the dependant to the employment agency in Germany they need professional experience acquired in a third country and should have a German level of at least A2 what do we do now in this competence center we look at the skills that people from third countries have brought with them in the actual state but also in the target state this means we look at which skills are brought but also which skills are needed by this person for the Austrian labor market we look at the personal expertise we look at what differences there are and possibly what qualifications are required the öab competence center lasts 10 days with us we check our own and subject-specific theoretical but also practical skills of these persons we conduct personal interviews and create a personal expertise for each participant including recommendations for further steps and I would now like to give you two examples so that you can imagine a little bit what this competence center is like first example is a skilled metal worker from Serbia this skilled metal worker has done a theoretical training in a school in Serbia this training in is Austria but is in Austria but is not in Austria. This training in Austria is not recognized in Austria but he would like to work as a skilled metal worker in Austria, so the Austrian Public Employment Service (AMS) is now sending him to us at the Competence Center and, based on the theoretical and practical tests, our experts will draw up an expert opinion for this person This expert opinion could be, for example, a six-month internship with us at Ö as preparation for the final apprenticeship examination in Austria and, immediately after the final apprenticeship examination, additional training as a CNC milling machine operator with us at Ö because this additional CNC training would make him eligible for the Austrian labor market as an Austrian skilled metal worker. The second example I brought with me is an electrician who has worked as an electrician in his family business for 20 years in his home country but has never had any formal training is now being assigned to the öab competence center by the AMS is being tested by us theoretically and practically here too we create an expertise that can be very much for example a lot of practical experience but less theoretical knowledge that’s why it takes nine months the nine-month qualification with us and at the same time a specialist language course for German for electricians in order to then be able to take the final apprenticeship examination in Austria. um in Austria to be able to take the final apprenticeship exam well so far an overview of the competence center of the örb and Nicole I may return to you yes thank you very much that’s a great model because it starts with the skills and abilities and then only looks at what is missing what needs to be added I would be interested to know again how you see it. how do you see the öjab competence center as an answer to the skills shortage, especially because it’s there that you can perhaps also ask about it exactly yes thank you for the question um dear seid would you like to introduce yourself very briefly before we get into a short question and answer session yes GZ thank you very much for the opportunity I’m a social pedagogue and my main focus is youth and adult education thank you yes yes as I said I’ve been working for many many years at the socialbod with us at the competence center and my question to you now is what added value do you see for participants who take part in our competence center yes uh above all the participants get uh the opportunity to get in touch with specialist trainers in their field so they get the right information on how to work in the field they have learned in Austria uh next, through practical testing, they have the opportunity to try out which work processes in this field uh in Austria there are differences with the work in your home country and also here uh you will also receive an expertise report and a plan that shows step by step how you should proceed with formal recognition of your qualifications in Austria and you will also receive a suitable training opportunity uh which you can complete in a short time based on the qualifications you have acquired abroad mhm super thank you that was the perspective of the participants now I would like to look at the other perspective keyword Austrian labor market keyword shortage of skilled workers what opportunities for the Austrian labor market and for the shortage of skilled workers that we have in Austria, our competence center offers so we are an interface in the competence center between the employment office and the ministry that is responsible for the recognition and equivalence of qualifications acquired abroad in Austria yes in this case the Ministry of Education and also the Ministry of Labor and Economic Affairs is so our participants are referred to us by the AMS employment office in Austria and we support them and accompany them so that they can keep their certificates equal as quickly as possible other since competence center also functions as a catalyst, so to speak, to support skilled workers from third countries and accompany them so that they can fulfill the requirements for practicing their learned professions in Austria on the labor market yes that means like H simply employment office so that they can quickly get these people these skilled workers from third countries as qualified persons for Austria exactly and simply give people the opportunity know what they bring with them and can also use it here exactly exactly super thank you very much Anja what do you think the future us skills debate is not a new topic, not even in Germany the Austrians are already further ahead in this respect how will you integrate the whole thing into the context yes I have brought have tried to embed the whole thing in the current skills debates that are being held in many different ways in Europe and also in other ways and exactly and we have done this a little bit we have tried to present the problems the challenge in Europe what challenge we are facing in view of demographic change and the changes in the labor market then how the öab is proceeding we have conducted a longer interview with an employee uh one exactly one participant and another colleague. a participant and another colleague from since and also with Sebastian and we then placed the whole thing in the context of the European skills debate because, as I said, it is very extensive – you can take a look at it all here, but we won’t go into any more detail in this session, but I would just like to briefly show a little bit show what we have been trying to do because there are so many different procedures for measuring competences that are very fine tuned but where you have to ask yourself whether this is still up to date today there have also been guidelines for the validation of formal and informal learning since 2016 many countries are As you can see here, they have already made progress and based on this have drawn up new guidelines in their countries in order to integrate migrants more quickly, but Germany, as always, is lagging behind with so many things and you can see all of that here There is also a Berlin Declaration on the Recognition of Competence from 2019, an attempt has been made to push the whole thing forward in Germany, but little has happened since then, although it is also in the current coalition paper that it is uh recognized that it should be recognized more quickly. non-formal and informal education should be recognized more quickly so there is a lot going on but ultimately not yet finally implemented and we want to raise awareness with this project that you can do it differently and that’s what it’s all about and everyone can look at it here
